A simple exercise, [Public: TRIAL-1],...2 cir, conncted w/Lns.

Lns processed; Ln-1: Selctd...Cir-1 Selctd...Make TAN.
  Same procedure on all other ends ...
WHY NO FACE?

    Hi.

    It looks like you have elements on different sketches. (Circles on one, lines on others.)

    If you find public doc TRIAL-1-Copy, you'll see I've:-

    (1) Added an additional sketch called "Sketch Full"
    (2) Used the "use" command to project your circles onto it.
    (3) Added new lines that are coincident and tangential to the circles.

    ...and this has formed a face.

    But actually this should have been done all in ONE sketch not 3 or 4
