Manipulator Please explain

This is an FS library sample code and I tried testing it .
I commented out line 57 to 64 but it doesnt change the UI and no error too.
Why?

    A manipulator is the on screen drag handles you see on the end of an extrude - commenting it out will remove the manipulator

    before and after commenting out  didnt remove this .
