How to relate animations?

I have two questions. 
First, when I move the gray bottom plate, I don't want move the sky blue plate. 
When I rotate the gray bottom plate, The sky blue plate is also rotated as shown a below figure.

And, there are three foldable side plates. I want to make a animation so that these plates open sequentially. Is there any method?
