Spline tangent to circles

I'm trying to model a plate cam.  I've sketched 36 circles representing the position of the cam followers for every 10 degrees of cam rotation.  Now I'm trying to sketch the cam profile itself using a spline curve tangent to the circles.  It seems like it's going to work for a few tangents but then OS can't seem to solve the sketch.  Any suggestions?

i think first of all you don't need to create envelope profile to the family of circles, you need to create the trajectory of the center point and then make equidistant to that profile using corresponding sketch command or moove face command. later i'll try to modify my "sketch wrapper" FS it to support flat profiles

I have to admit I was skeptical of "Move Face" since I thought it would lose tangency but it appears to work.  I need to do more testing.
