When you say "much smaller" - would you say that it was approximately 25.4 times too small?

Check your SHEET scale as well as your VIEW scale.

Dimensions are intelligent and will give the proper value no matter what scale it was drawn to, but in the end the border is not being scaled, so that means the geometry and dimensions are.

To get around this you can to make your view 1:1 and make sure you're printing on the same paper size as your border.

If your border is D size, then you need to print on a 22x34 paper. Also be sure to check your plotter settings. Some plotters will have the option to print 1:1 or scale to paper size.

In the case of our HP DesignJet Printer the option is found here.
