Move a snapped ref point of a detailed drawing view to a free point

In https://cad.onshape.com/documents/58d0528e89c36a0f85a5c66d/w/3cb6dd2eadbc5c499fb8a160/e/1195fa2be65706a23440e70c there is a detailed view. Once the detailed view centerpoint is snapped to a entity snap point (e.g. the midpoint of a line) one cannot move the ref point of the detailed view to a free point in space anymore. From then on it snaps always to a entity snap point. See attached GIF.

Is this however possible or is it impossible or perhaps a bug?

    I stumbled across this "bug" recently, found this comment and I politely ask "when" will this "bug" be solved?
