I need to add a fillet here for more support how can I do it?

It does work over that step you have there intersecting with the tube

OS probably won't let you add a fillet because it doesn't know what to do with those two edges right next to the tube. There isn't enough material to fillet. You can instead add material using a revolve, or move the tube away from the corner to make room for the fillet.

If the cylinder and the block are separate parts, you need to merge them before placing fillet.

Your document link is view only, so I can't copy and change it. But it looks like you have a small lip caused by Extrude3 that would keep you from using fillet. Modify the sketch used by Extrude3 so that it doesn't create the extra outside lip.
