problem putting a hole into a thickened surface. Hole goes through part but not surface

Hello, a hole will not cut through the surface, only through the part itsself. The part is created as a thickened extruded surface (I was practicing some in-contect design). The same is true if I do a normal remove extrude. Why is that and how can I get the hole to cut through the surface ? Thanks for your help.
