Counterbore depth

I have a rectangular block that is (say) 1.5 inches thick. I put in counterbores. The nominal depth for the counterbores would require long threaded screws (say, about 1.5" long) Is there a way to have the counterbore depth automatically reference off of the mated surface, so that the required screws are shorter in length?
