How to create a negative form with an offset

Hi everybody,
im currently working on this file:

It’s an form for an iPad and a pencil. I want to 3d print that part and a negative and then sandwich wet leather between both parts to form the leather. To do this, i need an offset of 1.5mm in the negative form and i can’t figure out how to do that.
