3D Point by @MBartlett21 would seem to be what you're looking for. Although when I tested it I couldn't get the Along Path option to work for some reason.0

You can also create a curve along an edge using bridge curve. Not exactly what you're looking for but the curve's end point is a point on a curve at a % distance.
