Extruding from edge of a part

Hi, i'm trying to extrude a surface using the edges of a part, is that possible?
I hope the images are good enough, what i need to do is, extrude that edge 2mm normal to the face on the whole perimeter, then "inset it" and later, translate it since it's at an angle..
