Gear mates

Ok, I'm stumped on this one. I have a gear relation between two parts, and the gear relation appears to work when turning one of the parts, but no the other. I have two gears that interact together with a diametral rack. the blue part moves max of 45 degrees and should cause the light grey part to move 22,5 degrees How to achieve this with the gear mates?

I have an assembly which uses beveled gears at night angles to each other (the gearing is 1:1) as seen here. Can a gear mate support that?

Made some gears in Part Studio. Import gears in Assembly Tab and connect them with Revolute mates. Gears are different, so I must rotate them to put teeth together. OK. Then take a Gear mate, specify gear ratio - and gears turned to position before rotating. ???
