Rotate part around an axis of a different part, not aligned.

I'm finding that Mate Connectors have some (large) limitations. I'm wanting to rotate a part in an assembly around the center of a hole in another part, which is offset in the XY direction, not in the Z direction.
Since the Revolute Mate doesn't work when offset in this manner, and a Slot Made doesn't work with a curved slot, there needs to be some other method for revolving a part, base on an axis of a hole, or something other than a Mate Connector.

Why don't you just add a Mate Connector in the part you want to rotate where its rotation axis should be?
When you use a mate connector on an arc, it will default to the centre.
Do you want the point you marked "Point of revolution" to go in the curved slot or what?
