How do I form tabs and add nubs in a circular pattern and then raise a flat surface?!

I have what is called a center cap for a wheel where there are tabs with humps in them for snapping into place. Im finding it difficult to add the tabs with the nubs in a circular fashion and keep the tabs from protruding into the top surface area. tabs are 10.60mm wide x 11.65mm long with relief cuts. https://cad.onshape.com/documents/ac54572a0eefe3e287700a33/w/6e7c2d8f252120143c1c4ed9/e/7809c23d60e8fda54c360d23

I think this part is much easier to build by revolving cross sections than be extruding profiles:
