Multiple small flanges instead of one big one

It's easy to make a flange, and easy to make a flange narrower using "modify face". But what if I want to turn a long flange into multiple lit, like this:

Only solution I can find is to subtract extrude after finalizing the model, but then the cutout doesn't get made from the flattened sheet metal part.
Digging deeper, after using modify face to shorten the first flange, I can make a second flange that goes the opposite direction (blue part):

But if I try to make them both go the same direction it fails (gray part).

Digging deeper, looks like onshape is confused about where the second flange goes. That looks like a legit bug to me. (Look at the square in the lower left corner of the unfolded part -- that corresponds to the lower flange)

"Up to vertex" end condition of extrude is useful for doing cuts that need to cut through the entire bend, but none of the base plate.
