Removing a path for a shape along a 3D curve

I have been trying to create a cut shape into a part that follows a three dimensional curve.  I want the shape to remain normal to the curve along the path.  What I am trying to duplicate is a milling operation where a ball nosed end mill will cut along the curve I created through the part.  The problem is the sketch is in the same plane along the curve which is not what I need.  I tried creating a part with lofts at different sections of the curve, I've tried sweep normal with no success.
