For example, if you keep generating a part number and clearing out the field to repeat this process, the part number generator will keep ticking upwards.
When you release something, THIS is when the part numbers become "used" and you can't use them again for a release because as an engineering system, we want to guarantee uniqueness.
You can choose to delete the documents of the releases you were experimenting with and then start your official release of items from there. This will allow you to use the part numbers for the release process. AGAIN, keep in mind that the part number generator will continue to count upwards and won't be reset but you can manually type in the part numbers you want to use until you catch up.
Since this in an engineering system, while you can use the part numbers for new parts we still do want to guarantee uniqueness so that there can never be any issues. With this said when you try to release you will have to start at a different revision point as seen here.
In my opinion, starting at 1 is just a point of vanity and you should not get too hung up on this. Start from 10001 instead perhaps, or some other "clean" number so that it looks good as you get going? I would not let this hold you up from getting your best work done with Onshape5
