How to create a perpendicular sketch

Greetings to you all. I'm a beginner and my English is very weak. I need advice. How to create this model in the attachment. These are mainly vertical holes in the model, perhaps I can handle the rest. It can be a whole circle, it does not have to be a semicircle. It is a tungsten electrode grinder for welding. MultiMateConnector
At times, It can save a few steps when setting up a plane
You use the MultiMateConnector FeatureScript to make a copy of a mate connector. Also, you have fields in the featurecript that allow you to move that copy to wherever you want in 3-D space and place the mate connector at whatever angle you want to in 3-D space.
That copy of the mate connector, which has been moved and rotated, can be used in place of a plane when doing a sketch
