can I create duel extrusion files on on-shape and if you can how?

I'm sorry, I don't understand the question. What do you mean by dual extrusion files?

If you mean 3D print on a duel extrusion head printer, then yes. You will have to split your part into the required shapes then export each resultant part.

im thinking of getting a duel extruder 3rd printer and im woundring if i can export files to 3rd print

You can export to many different formats. STL is one you are probably looking for

This coaster was designed in Onshape and exported as STL. After slicing I printed a number of them on a dual (not sword fighting @owen_sparks [1]) head printer.
