How to fill in the two surfaces

How can I fill in these two surfaces while leaving the center open? I have tried the fill option and I also tried making the curves using the composite curve tool, but it still won't fill in.

Try LOFT set to SOLID
if that doesn’t work
try LOFT set to SURFACE
