How to add dimensions between arbitrary points on a drawing

How can I add snap points to a part drawing that are not part of the original part? I'd like to show arbitrary dimensions on the drawing. I've tried adding a point to the sketch, but it is not available to select in drawing after updating the workspace.

depending on the complexity of all of the views in a drawing tab 'multi-sheet' it can take a minute for all references to update and become clickable.
