curious sketch points

There are a couple curious points in my sketch at basics/buckles/buckles.  

One is outside the lines and won't be deleted for some reason.   
 The other is meant to be at the intersection of two tangent arcs.  It ought to be black but is blue for some reason.     
The overall sketch looks like this.  

Any ideas on how to remedy either of these curious points?

    The upper left point is the center of the arc.



    For the blue point, pick it with your mouse and move it. Then you can imagine what constraint is missing.

    Thanks.  Moving the blue point is what I tried but I see I was probably moving it in the wrong direction.  Thanks again.
