Revision process

Hello all,
we are starting to use OnShape as a part of the Faculty CAD course. Basically students have their assignments and teaching assistants will monitor their work. So we did basic (default) setup of release management and we started with creation of a project where students will create their work. Student are put into teams and their role in a project is "Engineer". The problem is that an "Engineer" cannot submit his work to the release process (approval) because there is no item "Release" in the popup menu. We search through permission setup and release management but we didn't find solution how to enable role "Engineer" to submit his work to the approval process or release.
We will greatly appreciated anybodies suggestion or guide what to do .

    Enterprise or Professional?  Make sure in your Global Permissions that you have them set to Create Releases
