Rotation about a face axis

I need to rotate one part around a face axis that is not coincident with the standard coordinated axis and I cannot find a way of doing it. Some CADs call this "pivot point orientation" so that you can "move" the coordinated axis to make it belong to a plane or surface in space not parallel to any of the standard front, top, and right planes.
Here are the two pieces in question where I want the left one to rotate around the Z-axis shown in the face of the right piece.
