Sketch Toolbar not appearing!

Can't seem to get the sketch toolbar to appear. Features toolbar stays doggedly on. Any ideas? I've tried Shift+F5, nothing doing.

@julian_king Sketch tool bar will not appear unless and until you select a sketch plane after selecting a sketch option. If you are not able to select any sketch plane make sure about your internet speed.0

You can try to manually purge cache.
