Placing countersunk bolts flush

I seem to miss something here, and a search for a suitable tutorial returned no result: I can easily place counterbore bolts to fit exactly in the holes like they are meant to. I cannot do the same for countersunk bolts, though. They always end up too high above the surface: 



For a countersunk bolt, I'd expect the mate connector to be on the top of the head, not anywhere below. 
What am I doing wrong?

    When you hover over the cone of the csink hole you’ll see a connection point appears at the virtual tip of the cone - snap the screw to that and it’ll fit flush.
