Noob struggling with mates!

Hi, I'm having trouble getting a part in an assembly to rotate along an axis. I'm very new to this, this is my first time trying to use assemblies. I need the circled part to rotate along the boarder of the rest of the parts, right where that line is.
Ive tried to use revolute mates, but whenever I do, it just rotates the other part instead of the one I want to move:
I tried putting a negative or smaller number, but it either moves the part I want to rotate the opposite direction, or just does the same thing as before. Any tips? Thanks
