sub assembled parts break apart

I have created two parts in a SINGLE Part Studio (part-in-place design)...... let's say a wheel (part 1) and a tyre (part 2).

When creating an assembly of the CAR and bring in the wheel and tyre they come in as one.... but when I locate the wheel onto the car, the tyre is left behind.

How do I reinforce the relationship between wheel and tyre.
Do I need to make these as an assembly ? ( despite being assembled in the part studio?)

    The parts are free to move independently till you apply fix, group, or a mate.  In your example,  the first step should be to Group the two parts, then they will move together.

    Also, if you're used to a multi-body part workflow from other CAD systems and want all of the parts in your part studio to be inseparable/a single "part" in the BOM & assembly, you might want to use a composite part. Just be sure to insert the composite part rather than the individual parts.
