I tried to import a dwt file into OS and it did not bring in the logo

Images embedded into the drawing template is not currently supported in Onshape. A workaround might be to convert the image to DXF geometry with something like Adobe Illustrator (if the logo is simple), and embed the DXF logo into your DWT template file before uploading to Onshape.
