Why isn't the loft working on the two sketches?

I think loft has issues with internal shapes.

Here is one way to do this:
Loft the the large rectangles first, with solid centers.
Then, loft remove the smaller inside rectangles.

The large rectangles have to be on their own sketches, separate from the small rectangle sketches.
