Issue with dimension tool when trying to set angle

I'm trying to set the angle of the rectangle using a constraint as pivot as demonstrated here. With or without constraint on the inner rectangle it throws the same error.

    One of the lines in the rectangle is constrained to be horizontal or vertical. Remove that constraint (either click "show constraints" or mouse over each line, find the vert/horiz constraint, click and delete it) and you should be able to change the angle.

    Note: when you create a dimension and it is grey, it means it is a driven dimension. It doesn't actually define or constrain anything in your sketch, but gives a measurement between constrained things. Trying to change that dimension overconstrains the sketch.
