Best way to bend an extruded part, to the shape of surface or another part?

The goal is to make "Part 2" the same shape as "Part 3".
While I can make a shape of Part 3 easily enough, I cannot figure out how I would take an extrusion (if you look you'll see part 2 has a pattern of holes in it, which are required,) and bend that part into the shape of "Part 3". Nor can I figure out how to make the holes work out correctly in Part 3, so that they would be physically distributed in the correct fashion.
Is there a good way to either A) bend Part2, or add the holes Part 3, evenly distributed?

In your case, I would recommend using the sheet metal model feature, using the extrude option on the spline in Sketch 4. Then, you can sketch on the flat pattern and cut from the flat pattern to remove the holes.
