Transform problem

I can't get at the point where I start the actual transform operation because after clicking "transform" in the upper bar I get a strange command field which I don't recognize. It does not show the normal range of options like "Transform by XYZ".

Transform in sketch uses the triad and includes entry box for xyz values.
