Light Users and the "Create Task" function

Are light users allowed to create tasks, and if so, how? We have non-CAD user managers that have been issued light user licenses, and they need to assign tasks to their sub-teams. In addition, they need to see the approved releases. I do not see a way to set up permissions to accomplish this.
