Cannot Make Document Public

Many of my documents were made while I was an education subscriber, since this has ended I cannot continue work since these documents aren't public and I am unable to make them public. When I right click on a document and select "Make public" it just tells me "You do not have permission to share this document." Any help is greatly appreciated
