Trouble Enclosing Parts with Long Curves SOLVED

Hello!
Im having Trouble Enclosing two surfaces with long complex curves. Im currently attempting to enclose the deck and hull of a 43' full scale boat model. Even though the deck surface was created using composite curves taken from the hull edges, the two surfaces do not create a sealed edge.

Ive tried upping the tessellation to very fine to see if that makes some sort of difference, but no luck.
I also tried transforming the surface up .125" to create an intentional gap to use the fill function on, but that just resulted in an error stating that "Fill did not generate: Continuity requirement might be too high". In an attempt to get around the continuity requirement issue i split the gap in to smaller sections using the 3d fit spline tool, still received the continuity error.
I ended up solving this by translating the deck surface down in to the hull until there were no gaps, then i was able to enclose.
