 I am a recent user of Onshape  does the public version offer custom detail drawings where each element of an
 assembly can be labeled?

    Just create a drawing View for each part or assembly

    I believe you will only be limited to the default part properties as a free user. If you go pro or higher, then you will gain access to custom property names
