I agree this should be an assembly.
There are a ton of transform features that don't seem to be doing anything useful so I am not sure what the intent is...
Note that you don't need to create mate connectors to use the "transform by mate connectors", you can just use implicit mate connectors. I also noticed the "elbows" are more than 180deg for some reason. The fins for the heat exchanger didn't have a "merge scope" but adding the tube removed the need to create a composite part as well (and there will be better flow with a hole for the tube in the fin... ;-p). Also a great place to use the "linear pattern +" feature for better control!
