I need some simple instructions

I have two round objects that I need to join together. One round is larger than the other. And I need the transition from one to the other to happen on the top side of the two rounds with the bottom remaining flat, as seen from a provile.
Could someone please instruct me on what feature can accomplish this, and how?

If the parts are not touching, use Loft. This will require splitting the parts in some way so you have something to loft from and to.
If the parts are overlapping, use Fillet or Loft.

The Loft feature is what I stumbled across, and I think I got it to work for me, but I'm practicing more to try and get better at it. Here is the link you requested.
