Cutting and Pasting CAD elements to a drawing

For the most part, I have been able to accomplish this task for bringing in parts of my locomotive project. The issue I have is that when trying to grab some elements out of the DXF file, they do not seem to be able to cut and paste as other elements have. All of the CAD drawings I recieve are in millimenters, so all of the elements come in very large and have to be divided by 25.4 to convert them to inches.

My assumption is that some elements are just to big for Onshape, and can't be cut and pasted.

Is there a solution to this?

 I need the CAD to retain it's ability to snap to points for development, but when I try bringing the CAD into a drawing it seems to lose that capability. That's another issue I could use some help with.

    Something seems a bit odd in the document copy I made.
    There is an image of some sort with a dwg name. There does not seem to be a dxf or dwg import.
    There is nothing to cut and paste with! Could not insert image into a sketch to trace ether.

    Same conclusion here, lot's of layer's but no real drawing.
    Nice for illustration use but not for CAD use.
