Counterbore at each end.

I have a part that requires a thru-hole with a counterbore at each end. The counterbores are of different sizes. My method is to use the hole tool to create the geometry. The issue is that you cannot use a thru-hole on both ends. One end can be counterbored with a thru-hole and the other has to be a counterbore with a blind hole depth or it fails. You should be able to thru-hole from both directions to get the right hole notes. Notice the image below has the bottom callout without THRU.

Here is a work around I found.

For the bottom counter bore I put the through hole at 20.00001 mm

On the drawing I get the desired annotation, even up to 3 decimal places with this.

IMO, in a case like this, you would not have the Dia 20 thru called out twice. That is over-dimensioned, and typically frowned upon on 2D detailing. I'd probably just make the second c-bore using an extrude instead of the hole tool in the part studio, and then dim it manually on the 2D to only show the c-bore numbers on the bottom c-bore.
