Feature request: Option to set constrained rotate mouse control as default

Problem: As a long-time Blender user I find the default rotation controls to be confusing and nauseating compared to constrained rotation.
Solution: Please, add an option in Mouse controls section of user preferences to toggle constrained rotate as the default rotation behaviour (without Alt key) and the "unconstrained" as the alternative (with Alt key), similar to "Reverse scroll wheel zoom direction" checkbox.
