Dimensions biased at bottom

In drawings my dimensions seems to be stuck at the bottom, so that when there is a tolerance or a fraction it hangs on the lower line and looks incorrect. Can anybody tell me where the option is to pull this into the centre? Should be 1 and 3/4, not 3 / 14!
