Issue with Revolve

why does this Revolve (selecting on the upper region) fail: 


While this Revolve (using both upper regions) succeeds:

And this Revolve (using only the upper region, selecting Rotate One Direction and setting the Angle of Rotation to 359.999°) also succeeds:

Because when you go 360 degrees, you create a zero thickness point, which the Parasolid kernel can’t handle.

And that doesn't happen when I select both regions?

How can I know if invoking an operation will create a zero thickness point?
