How to Make "Concentric" Bezier Shapes?

Hi, is there a way to make 'concentric' bezier enclosed shapes?

I'm trying to make a heart-shaped picture frame, the basic shape is easy, but creating 'concentric' shapes in the sketch so that I can extrude the face of the frame, then the walls at a different height, then a base that fits in the rear.

Once I create the shape I need, is there a way to copy/duplicate it exactly but with different dimensions?

Hope this makes sense - basically I want to draw an enclosed bezier shape, then copy that shape 10mm larger.
