Help with loft tool

I am trying to create a Lego man and I ran into issues with the arms, I am trying to use the loft tool to connect these 2 surfaces together but the system replies with error and say it will create a self-intersecting body and does not work, please point out what I am doing wrong here and what may be causing this issue and how may I solve this issue.

Looks like you have on ellipse at the edge of the other. For a loft this looks like nonmanifold geometry.
Try moving the plane of of the vert ellipse out board of the other and generate some guides.

Loft guides are what you need. You may not even need to move the circle out a bit. Here's a simple example with loft guide (shown orange), where the "shoulder circle" is exactly in line with the "arm cylinder" and it still works.
