How to set up Onshape to work with french accents when I import an assembly. My second question is how to import an assembly with sub assembly inside ?

I assume you mean when importing a file to Onshape that has special characters in it. Like &!äöü_:; or similar characters.
A general recommendation is to not use special characters in file names - they can always cause issues, also with Importing to Onshape.
To your second question: If the .zip file you import has the same name than the top level assembly, Onshape will recognise the assembly structure.
