Placing a cut (or split) into a hollow cylinder

New to OS!
I have a 3mm wall thickness hollow cylinder that I need to place a 2mm cut into its length.

This plate is to go over a pole with a clamp that goes around the cylinder to hold it in place. Im struggling with adding the cut into the cylinder that will allow it to clamp onto the pole properly.
