Plane tilt

Update: I tried inserting a tilted construction line and using the "Line Angle" option and that seems to be working to give me the tilted plane that I am looking for.
I'd appreciate help with inserting a tilted plane. I've tried to apply some of the suggestions from other discussions in the forum but am having trouble with my application. I attached a screen shot of the part. I would like to insert holes onto the slanted surface and at the draft angle. I think I need to generate a plane tangent to that surface to sketch the holes. To generate the plane I'm trying to use the "Line Angle" function but am not correctly choosing the correct plane/sketch combination. Thanks for any guidance.
